emacs: adding new packages and moving Lisp section up
The Lisp section has been moved to the very top, so I can use use-package since
the very beginning. Moreover, I've added the following packages: move-text,
git-timemachine and hl-line. Last but not least, I explicitly disabled the ring
bell.
