The Lisp section has been moved to the very top, so I can use use-package since
the very beginning. Moreover, I've added the following packages: move-text,
git-timemachine and hl-line. Last but not least, I explicitly disabled the ring
bell.

I'm bringing back the default Emacs' bindings for C-a and C-e. The idea
is that these bindings actually make more sense than the Vim ones. These
caused two conflicts:
1. The `expand-region` package was already using the C-e binding. I've
simply removed this package, because in these years I've never used
it, so I guess it's not for me.
2. The `evil-numbers/inc-at-pt` package was already using the C-a
binding. I do use this one, but I moved it into C-c +, which is
similar to what I already use for `evil-numbers/dec-at-pt`. It's not
too bad if I have to do it once (and if I have to repeat it there's
always `.`).

I thought it was a good idea until people started to drop gifs into the chat
room and screwed my GNU Emacs server...

This commit also brings an update for the emacs/custom.el file, in which
`circe` is no longer installed since I'm using ERC for IRC now.
